This link about said kasa and tapo differences I assume doesn't applied to all tapo products including this mini smart plug??? It said the differences is tapo can operate on a 922MHz network but seems like only limited tapo products can do that. And not including this plug(?).

They are simply different product lines. Tapo has it's own app and vis versa.

I heard something about Tapo app supporting kasa devices at some point, but you would have to look into that yourself.
Personally, I use kasa devices and python-kasa, so I'll be sticking to the kasa product lines for the time being.

In the other Tapo security camera thread, people confirmed you can access both Tapo and Kasa products using the same TP-Link email/password login using Tapo App. Meaning once you login to your TP-Link account using Tapo app, you can access all your TP-Link (Tapo/Kasa) devices previously added/linked to your TP-Link account. While for Kasa app, once you login to your TP-Link account in Kasa app, you can only access Kasa devices. The features of Kasa product you can access should be the same using either Tapo/Kasa apps. You can try it to confirm.

Actually, more to the point, used with a Wi-Fi AP which is not connected to the internet.
Unfortunately not.
The app requires you to log into your account, so you need an account.
The app can't validate your account without internet, so it can't be used if your internet is down but your network is up.
Even the Shelly plug appears to require this.
While the Shelly can be managed just via a browser (as it can setup itself up as a Wi_Fi AP), the time related capabilities are quite limited
