The game looks significantly more complicated than it really is. This is mainly because there are so many worker placement locations. However, depending on what your goals are, you are likely to only use a subset of the spaces. Also, you soon recognize that each row provides a different benefit. The columns just provide better versions of each benefit but the first column has a cost of one worker, the second has a cost of two workers, etc. So you may only be going after a few types of spaces and then selecting how many workers you want to spend to get the desired benefit.
The youtube channel "Heavy Cardboard" has done a couple solo playthroughs and does a good job explaining things. The intimidation drops sometime around the second or third round.
