But the 256GB model can often be found for less than the base model 6th gen. And again, performance difference between the M1 and M2 is less than 20% which doesn't make much of an improvement in the real world so it's not worth the extra money.
I assume the local Apple AI workload will benefit from the higher spec CPUs... just a natural assumptions but we won't know until we get some reach benchmarks done.
M1 - 11 TOPS
M2 - 15.8
M3 - 19
M4 - 38 TOPS
Between this and the iPad 10, it's easy choice for me to pick the M1 variant since everything is better including compatible with other accessories and only $50 more comparing the list price of iPad 10. I don't wanna compare sales since they change to much when a deal comes out.
Air 5th gen has a slightly better screen (P3 color gamut, which means more & better colors; fully-laminated, which means a bit thinner, and anti-reflective coating).
Air 5th gen also has better hardware video decoding.
Apple Pencil support is a bit of a mess, so be careful about which Pencil you buy if you get one.
In size and weight they are actually almost identical!
Incidentally, the latest Mini falls about right in between them in performance (A15 CPU, which is faster than A14 but maybe not faster than M1?), close to Air in most other specs, but in my experience the Mini is far more usable in practice especially if you travel. I find the regular iPad size too big, but the 5th-gen Mini is much better to hold and carry around.

More than 64gb they would be shocked to see how close in price the 256gb iPad and air 5th gen is and it would make no sense to get the base model iPad 256gb

P.S. If you mean the $250 iPad 9th gen, then it's not a good deal even @ $250 as the chip already starts to struggle with current iPadOS 17.
The 64gb is okay, not great but the 6th gen air is 128gb is 200$ more. So you have to ask yourself. Is it worth spending a third of your budget on only a slightly faster and little more storage iPad?

In my opinion you should get the 5th gen air with 256 GB, for 550 which is 50$ less than the 6th gen. And double the storage.

If he was asking about which model to buy for the point of purchase kiosk for his store, I'd tell him to ask the software vendor.
As for performance... Apple throttles the <bleep> out of their CPU's on the iPads. There's no way to compare the performance of an M1 or M2 running the MacOS to those same CPU's on iPads. While there are some things the iPad is very fast at, other things are painfully slow.
