This DLC has had never been on sale. Typical Nintendo.

If this get 25+ TU, the answer will be much more cleared

Yup, membership not required, comes with 48 tracks and new characters. Membership is only needed for online races/battles and global rankings.

If it's on the same console it will work, the issue is when you have a Nintendo membership and buy it on your account and kids have their own. They can play what ever you buy digitally on the primary console, if you have a second one and they try to play it, it doesn't work. Only downside to buying digital games and kids having their own Nintendo accounts. Hope that makes sense
