I suspect if you go to Iceland, at a fancy upscale grocery store they have imported water from Flint Michigan USA.

It's the classic "grass is greener on the other side syndrome" The belief Imported = better

If you have a Ross near you, they usually have these there for about $1.25 near the front register along with other normally expensive waters.

Extremely unlikely. Water is one of Iceland's larger exports as 95% of their water is from springs and they don't add chemicals to it unlike most countries including the US.

Your comparison would work fine for most countries but doesn't really apply to Iceland.

This is some of the best water Amazon sells but the price is not the best

12 pack of 1.5L bottles currently sells for $43 - Slickdeals sale had that case for $21 or $1.17 per liter

6 pack of 1L bottles at $11.24 is about $1.87 per liter

Still cheaper than the next closest Icelandic water, Skyra, which usually sells for $2 for a 1L and tastes much better

Edit: Alternatively, Acqua Panna 12 packs of 1 L go for $23-28 on Amazon regularly no sale and this is roughly the same price for what many deem as inferior water to Acqua Panna. Guess each water is for different settings - regular drinking (Icelandic) vs with food (Panna)

Also wanted to add if you have GFS near you they sell Acqua Panna 12 pack x 1L in GLASS bottles for a few dollars more than Amazon

That's a $2.50 savings (eclipsed by gas) and you have to drive to Ross, deal with the types of people that frequent such a store, deal with two registers being open and 50 people in line, then haul 6 one liter bottles back to your car and inside your home.

Or pay $2.50 and Amazon delivers it to your porch.
