Looks like the ebay listing is actually open box as well. Going to update OP to reflect since this is likely open box instead of being new

Yeah you can use it but not all features are available on non-Samsung phones. You can some of the features working with a little bit of work which is what I did. I am using the Samsung Galaxy 6 Classic watch with my Pixel 9 now without much issues.

This is a costco item, You could find new Galaxy 6 Black 44mm today in Costco (YMMV) which is on clearance for 99$ by using the Costco app and click on warehouse tab then search item 1758409 for closest warehouse and nearby locations
