It may have been the biggest chore to make a purchase (or at least since ordering a ps5/xbsx during covid) but:
1. I created an account
2. I added three titles to order
(Ace Attorney Complete bundle ($12),
Blasphomous ($2),
Dead Rising remaster ($12)
3. Selected Checkout, 4. Paid through paypal, 5. Returned transaction to site.
6.Viewed order as complete (Also separately checked paypal to see order complete - (it did 23.39 to "Stega Distributions UG")
It took pushing refreshes in multiple chrome tabs, even with the final send from paypal I had that going in multiple tabs, and it went through after over an hour of messing with the steps.
*I am still getting the keys pulled from the order, I will confirm when those get loaded to steam.
Theres 9 levels of hell to this:
level 1 is page even loading
level 2 is adding to cart
level 3 is creating your account
level 4 is checkout
level 5 is completing your checkout
level 6 is refreshing the paypal link to complete order
level 7 is loading the order once it completes
level 8 is showing the key
level 9 is adding key to steam
At each level (outside of 9 of course) its CONSTANT refreshing... you need to open a BUNCH of tabs and just refresh. The account creation step is without a doubt the most frustrating.
Okay that was a dedicate task, with several hundred reloads (if not a couple thousand), I was able to input the keys to my steam account and they activated, all said and done I got:

Phoenix Wright: Ace Attorney Trilogy
Apollo Justice: Ace Attorney Trilogy
= for $23.39 (plus 2+ hrs of dedicated tab refreshing, quite the exercise in stubbornness)

I didn't see the Blasphemous 2 deal until later and the site has only gotten worse. I was able to get Street Fighter 6 Ultimate Edition for $5 and I think that's probably good enough
