I would pay the extra $130 and get it "excellent" instead. I've never gotten anything fair but they tried to sell me a mounted display model without the control, stand, and god knows how many hours viewed as "good".

It's like a lottery. You should do burn-in test, check cosmetics for any possible damages including dead pixel. You can also check run or usage time as well in setting.

Some people report getting like new when ordering fair while some order for excellent but end up getting damaged.

You never really know but just to add a data point, I got a 65in C3 listed in fair condition in December. I called customer service and they can give you the notes about the tv and why it's listed as fair. Mine was just missing the stand but seemed to be brand new otherwise. Still had the plastic film on it and the tv on hours said 0. It's been perfect since I bought it.

I bought one last week from ebay, it was supposed to be OEM LG refurbished but i received a brand new 77" C4 with a 2 year warranty for $1600 with tax and free shipping. I checked it out and it had 0 hours on it. All OEM packaging.

According to Best Buy's bullet points, "Fair" means:
Works like new. Restored to factory settings.
May have larger dents or scratches.
May be missing parts and accessories.

I would not get Fair.

Open box is perfectly safe if you get higher tiered open box, like "excellent" or "very good." I wouldn't go with fair. A friend of mine bought an open box C9 back in 2018. It was in perfect condition and it's still running strong today, with zero burn-in (burn-in was still kind of a thing back then) or any other issues. Open box generally means someone returned it for reasons other than problems with the product. Maybe they wished they hadn't spent the money, or maybe they decided they wanted to go with a Sony OLED or something.
