I am glad it happened though because the next day I ended up getting this phone for even cheaper for about $300 or less, if you trade in a pixel 8a which is on sale at target.
Essentially training in a pixel 8a for a Pixel Pro 9 XL + some change and a little side mission of buying the 8a from target, trading it in, then canceling the line.

Purchase the Google Pixel 9 Pro XL at the $499 price "We'll help you connect to phone to carrier" option, and adding a new line with Verizon.
Then add the Trade in, select the Google Pixel 8a (Obsidian or Bay color which ever you purchase at target) and then you will get the enhanced trade in credit total of $490.
The total price you pay at BestBuy should be about $9 plus your state tax. For me it was $9.63 + the price of the Pixel 8a which if you have a target discount plus target circle could get you 5-20% extra off the $299 pixel 8a.
You'll want to cancel your verizon line after picking up the device from Bestbuy, so you can waive the $35 activation fee, + the plan with verizon. The rep told me I may be responsible for some taxes and gov fees which may be a few dollars. Waiting on my final bill to find out.
Price breakdown:
Original Price: $1,099
Savings: -$600 (Adding a new line to verizon)
Trade-in value: -$490 (Trade in pixel 8a $190 value + $300 enhanced trade in promo)
Estimated Sales Tax: Varies
Estimated Total: $9+

Edit: I noticed the fine print - upgrading an existing line does not give you the discount compared to activate later, only adding a new line gives the additional discount.

Someone mentioned they chatted with sales rep and they told them but I'd not count on it
