Doing my first PC build, Intel base with i7 12700k, z790 and (hopefully if it ever comes back in stock) an arc b580. From what I have read recommended ram should have a CL of 36, 32-30 even better.
Does CL make a meaningful difference that can be felt, or is it one of those overhyped specs?

Ideally, sure, if you want to spend a lot more and go with a different DIMM configuration.
But real world performance with timings isn't significant enough to spend at least another $60 versus putting it toward more meaningful upgrades.
If you can get two of these for the price of one 64GB kit with better timings, I'd say having an extra 32GB of RAM available is going to make for a more robust system for most people.
The next Doom is already aiming for 64GB being preferred.

From what I could find out this is a CL 48 which is pretty slow. So not probably a great option for many people that are looking for fast RAM.
