Can the human eyes actually see 480hz? I can't even tell between 165 and 240hz

You can. But you need to be running at 480 frames which is mostly for esports games . It is noticeable though, especially for motion clarity

You need to practice to make use of it. At the end of the day it's latency that matters, not if you can tell apart the refresh rate.
