Absolutely fine for a starter, but the RAM is a bit low. If you dump this RAM on to eBay and pickup a 32gb (2x16gb) kit, pair this up with an entry level card (9060xt 16gb or 506016gb) and a sensible case, Thermalright air cooler…you could build a very nice rig for under $1k

Windows 11 plus a recent AAA game and nothing else running will easily push a system to to 14-15 GB, windows uses 9GB on it's own. I'm currently getting 15 GB of usage with God of War (2019) running on a single 1440P monitor. Seems highly likely Windows is swapping in the background from time to time with 16gb setups, unless the system stripped down to bare essentials, or running Linux. If you have a $750+ rig, seems a bit silly to cheap out on a bit of memory headroom to ensure it runs smooth...

Sounds like maybe you're the one that needs to open Task Manager more often?
