I booted up my kids old laptops recently that they played Minecraft on just fine over 5 years ago. 4 and 6 gigs of ram.
I can't speak to your best option at this price point, but yes, it could do those tasks simultaneously (depending on your expectations for the gaming facet of course.)

I kind of wanna l want something simple that my kids can play Minecraft, Roblox and VR chat...mostly simple low graphics games. But would be nice to have the option to add video card later for more advanced games as well.

I would not bother with that. If you want to play modern video games you only need a modest gaming pc. Upgrade when you already.
