On my Delta Amex card it was under the app's "services" tab and not under the "entertainment" tab where most of the streaming offers are

Nope. To add showtime to a walmart+ sub you are redirected to Walmart. The walmart+ add on for Showtime is only $5.49/mo.

I have this offer. I am trying to sign up to paramount plus (with 1st week trial) but I keep getting card declined.
I reached out to Amex and they said they don’t have any issues from their side.
