i got a few more accounts to try out for friends and family and will update
make sure you are scrolling down to view the 15 dollar banner while logged into your account before joining on'rewards
i was able to log into the on nicotene website using my marlboro username and password and on that first page were you can join, just scroll to the bottom of that page and the 15 dollar offer is there.
maybe offer is 15 card targeted to some marlboro accounts but not all. the indiana account had no 15 dollar banner ad, but could still register that account for the on'rewards program.

clicking on the link does nothing. One family member had the offer way at the bottom. One can oversee it.
