It's california, which is really odd. I went through the questions at the bottom of the listing and saw this:

Why won't Amazon ship this in Sacramento?
Answer:
I don't have the answer, and believe me I've tried. Canada Dry Zero Sugar Ginger Ale Soda was a staple on my delivery list for as long as I remember. Then, back a few months ago, when making my grocery list, I would include this item, only to have it removed with a prompt that said it couldn't be delivered to me here in Sacramento, CA. I did call customer service to ask why I no longer could get it, and they assured me that I could, which is not the case. In any case, I just have it delivered from another source (other than Amazon).. see less
