there is a difference. I'm going with the 990 Pro only because I'm already locked into Samsung and bundling with the Discover promo.

990 Pro has an edge but would choose whichever you can get the cheapest.

It's hard to keep track of quality differences between the Samsung generations, 780 870 880 980 990 etc.

I have a Samsung 980 Pro for my main drive, where I'm looking for additional storage.
So this 990 Pro or Nextorage Japan Internal SSD 2TB with Heatsink @ $111.83 ?

At the rate that these keep getting discounted, I sorta regret buying them from Samsung at $143 when they went on sale back in April and I didn't even need it at the time nor is it currently being used for anything 🙄🤷🏽 ♂️...

Probably negligible in 99% of user cases. Keep in mind that Western Digital does NOT provide the individual firmware files for their nvme drives. You can only update through the WD Dashboard application, which is Windows Only. AFAIK, Samsung doesn't openly provide Linux alternatives, but they provide the firmware ISO which you can use with tools in Linux to flash.

If I want to update firmware, I boot into an old 256gb nvme with a windows install on it (using Rufus Windows to Go) , install the WD Dashboard, and upgrade the firmware. Then boot back into my Linux machine.

Shouldn't need to update firmware often, but if something happens like Samsung where you need to update firmware urgently and are on Linux, you'll need to workaround it.

Some of these 990s were defective with greatly shortened lifespans. Users were reporting extremely high drive degradation (<90% drive life after 1 month). Unless you want a drive that only lasts a year, I would buy WD or another brand for this generation.
