Powerful CPU. A very good laptop if someone looking for a 2-in-1 for general daily tasks, though 8GB may limit its longevity.
Indeed, the 2-in-1 hinge issue is the major concern. Need to use with extra care. Personally think this is not for kids (or may only last for up to 1 year).

Look at Certified Refurbs on Ebay. I got a Lenovo Flex 7 14IRU8 14" 2.2K Touch Intel Core i7-1355U 16GB 1TB SSD W11H. It will be bit heavier than a Yoga.

College can be rough on the devices. Always worried about the hinges in these things.

That said, what is the major they're studying? I've found the touch screen pretty decent for note taking. But I've not used this particular model.

16 Gb RAM for Windows is pretty standard can would be what you want.

If you find a good deal on a M1 MacBook Air, that'd be the best one on a budget. 8 Gb can get by if it's not computer science / engineering major.
