No this will not help you with your system performance. You may have issues such as not enough RAM in your machine, slower CPU, or SSD might be filling up or hitting near maximum write cycles. Based on the phrasing of your question I would advise asking around for a reputable computer service professional for further guidance. Just be prepared to be told "yeah you're better off getting a whole new computer"

Only if you wire it into your router. If your Mac has an Ethernet port already, though (i.e. an older iMac or a Mac mini or Pro, not any of the laptops), it's probably already gigabit and I wouldn't worry about getting this adapter, just wire an Ethernet cable into that.

If it's a 2017, then it should do basic stuff still fine.

Try doing a factory reset. It'll wipe everything from the system, so make sure to backup everything you want to an external storage device.

My wife had an 2013 MBP that was running great till last year when the sound died on it. She only needed web browsing and MS Office stuff.

If it's a 2017 with a Fusion Drive, then it's probably dying. I had two iMacs with Fusion drives back in the day, both drives failed and needed to be replaced.

Would it make sense to get this if I have Gigabit internet and getting only 400 Mbps on my Mac via WiFi? The router is getting about 900 Mbps. I do a lot of download/upload to Google Drive.

Only if you wire it into your router. If your Mac has an Ethernet port already, though (i.e. an older iMac or a Mac mini or Pro, not any of the laptops), it's probably already gigabit and I wouldn't worry about getting this adapter, just wire an Ethernet cable into that.

A 1 Gbps usb to ethernet adapter will be enough for your purpose. This one with 2.5 Gbps will definitely work but is kind of an overkill for now. If you need to transfer large files within your LAN network frequently, this will more than double the speed if other connected devices are also capabel of handling 2.5 Gbps traffic.

BTW, for those who may have problem getting 2.5 Gbps speed out of this adapter, be sure to check your USB adapter driver version and update to the latest if necessary.

If I connect one of these (or something similar) to my Wifi router via ethernet cable, and attach a USB drive to the other end, any chance I'll be able to use that drive like an NAS...?

No. It's not supposed to work this way. Plus, jou just cannot attach a USB drive directly to "the other end".

A lot of crazy replies in here... this device will only be helpful in establishing a 2.5gbe ETHERNET link to another device that supports 2.5gbe ETHERNET. If the device you are connecting to (typically your router) only supports gigabit ethernet and you already have an ethernet connection established, then there is no value in upgrading to this. if you need a usb-ethernet adapter regardless but the device you are connecting to is not capable of 2.5gbe then there is no harm in purchasing this device, but it will only establish a 1gbe link (or whatever the max link speed is of your devices)
