You don't need the leg strap to play. Soccer is the only game with two ways to play:
Default mode (just the 1 controller, no leg strap)
Leg strap mode (1 controller on your leg with the strap. Plus 1 controller in hand. Total 2 controllers per player using leg strap mode.
