I was originally thinking the same assuming you get another different code email you but the term states that you log into the account on which you redeemed the card.
The $5 credit is basically a promo unlock on the google account. Google runs this but instead of $5 they do with gaming perks like monthly, but looks like this cycle they did $5 and added Amazon specific 2nd choice for you to get the perk.

So you can't stack this to a single account. BUT, you can cross fund if that is your thing.
So buying 2 cards you will get $5 bonus offer on each card but it's tied to the redeem code.
Lets say you're doing the game ZZZ.
Claim the $50 code and get $5 unlocked on the first google play account.
Buy out whatever ZZZ that values out the $55.
Swap to the 2nd google play account,
Claim the 2nd $50 code and get $5 unlocked to the 2nd google play account.
Buy out whatever ZZZ that values out the 2nd $55.
So unless you're cross funding something like a game or service not hard locked to your google account,
(which is usually not a good idea unless you're doing point spreading for google perks, max usage benefit would just be the 1 time $5 for single account focused users.).
In terms of gaming, the $5 pretty much just covers the tax on the game purchase.
Best value if you're spending on a game where tax is not enabled.
