I've heard any store like a staples or home depot that sells portable battery packs HAS to take old ones back from you and they properly dispose.

I haven't gone inside any BB / Staples stores for months, but they used to have drop box for e-waste by the door. No question asked.

Nope. AFAIK recycle fee is paid upfront when you purchase the item. Check your state regulation, it may varies. We live in CA.
