The deal in December I missed due to holiday shopping for the family. On the straight talk site currently the iPhone 13 new is coming up as 249 with any plan. When adding the phone it pops up promo for existing customers but it allowed me to go through checkout as guest or logged in to my account. Automatically unlocks 60 days after activation

Yes: unlock happens 60 days after activation with a paid plan.

What happens if you activate it without a paid plan? What is the unlock period? Can you pick a plan separately afterwards?

Can someone advise if I have a refer a friend code from my inactive line from December deal Iphone 13, can I refer my new line from this deal? I am guessing if it works I would essentially bring my December Iphone deal phone online (as its inactive for my current 2nd month) and get an additional 1 month on this Iphone deal on my new iphone 13.

Not likely and probably doesn't matter as it takes 61 days of active service for the points to be redeemed.

It comes with service for 30 days. No need to pay for service after that.

It comes with 30 days of service. You can activate it when you get it and throw it in your drawer. 60 days later it will unlock.
EDIT: my bad, looks like this deal isn't like the deal from November that included 30 days of service.

Add it to your cart, provide a credit card, check out, confirm purchase. When you get the phone activate it. 60 days later it will unlock. No need to pay for service past the 30 days of service it comes with.
