My current Visa card is very aggravating for travel, US or Europe. For example, purchased online an airline ticket and rental car for travel to Chicago. Get to Chicago, try to charge $20 on my ventra card account, and it is refused. This happens all the time. Recently went to the UK, got off the plane, tried to purchase a tube ticket at the machine and got refused. Tried to fund my new giffgaff sim card online, refused. That's after telling the card issuer of our travel plans. (AAA Visa issued by Comenity / Bread Financial). Went across to Paris, could not buy Louvre ticket online. Etc. My current card is trash. I do have a Delta Amex card and that works well but in Europe there are places that do not accept Amex.

Anyway, looking for a Visa (or Mastercard) card, no annual fee would be good, that is more intelligent and won't block charges on known trips.

I know you said no fee but chase sapphire preferred has a low fee and is a great ravel card. Primary car rental insurance is great for car rentals domestically

I have never had an issue with a Chase card overseas.

Thanks for the Chase recommendation. This is a card I was looking at, shame it's not free.

I had never had declined a payment neither with my U.S. Cards in Europe nor with the European issues cards (Amex, Visa, MasterCard). Must be your card vendor that has a fraud detection that does not work very well.
