I think you're right. I see the sale price but it has a "redeem code" button.

I'd personally go for the Onn. Less bloat, more hackable, better performance

The 4K Max stick is good, but as a word of caution if you are thinking of picking one up for occasional use, say for use doing backyard movie nights or something similar, I'd strongly recommend you keep the stick plugged in and on/connected to Wi-Fi. The Fire TV sticks require being plugged in/connected all the time to receive updates. If they are not updated to the latest firmware they basically become a paperweight until the updates are completed. You can't launch apps or do basically anything until it's completely updated. It's a source of frustration for me every time I get mine out because I always have to spend 20 minutes updating the dang thing before it's usable.
To be fair, it may be a similar situation with the Onn boxes if not kept plugged in and connected, but I haven't tried that so I can't say for sure it's the same situation. In general I find the Google TV interface of the Onn boxes significantly better than FireTV OS, which is just a poorly laid out mess with a boatload of ads. The 4K Max is snappy as far as performance once the stick is up and running, so I'll give it its due, but I just generally prefer the experience of the Onn boxes if I'm given the choice.

Definitely go with Max if you can afford. I got it a little cheaper last year. response times etc are acceptable with Max. My perception is that the low and mid tier devices have noticeable delay when navigating.
