I don't think so, seeing that castor wheels alone cost around $2 a piece at least... I've purchased the smaller dolly from HF just for the castor wheels.
Price the wheels (casters) to know your answer. That being said it depends what you use it for. Lets say you get this and destoy the wheels you need a higher quality one and you could source better wheels.
I love mine and wish I bought more.(I bought dirt cheap Menards one, so I make no claims to this one)
