Has to be location specific, like you said. I only see $3.98 in the Springfest ad. Which is odd, I think because I'm in the Northeast and I have gotten 5 for 10 before. Maybe I need to check Home Depot this weekend.
Buy it again, return the new one with your old receipt. Hopefully still within return window.
