Will they treat a tax payment at pay1040 as a cash advance? Most credit card vendors treat it as a purchase.

CSP is worthy to book travel by transferring chase points to partner airlines/hotels. Portal only gives max 1.25 cents / point. Majority of the time you get a higher cents/point transferring to airlines/hotels
Another question. When applying for the CSP card, do they tell you then if you are eligible for the bonus? I don't want to spend $95 on the annual fee unless I will get the bonus.
