Is it better to get this set that's 6400 but CL38 or the Viper Venom one that's 6000 but CL36?

My daughter is getting an upgrade from a 5600x to a 9700x and these prices are just as cheap as the non-RGB ones so might as well make her Hello Kitty build more pink than my stomach can handle.

6400 CL38 is 11.875 nanoseconds latency, 6000 CL36 is 12 nanoseconds latency. The 6400 CL38 would be slightly better.

For a 9700x though, you probably want to go with the 6000 CL36 for stability.

I have too heard the 6000mhz is more stable for AMD. Although I heard that for the 7000 AMD series. 6000 works and is tried and true by now.
