What he means is for non covered reasons. E.g. some local emergency pops up and you need to change a flight (these travel protections tend to only cover certain rather restricted set of events such as airline causing trouble). But even if airline is the one messing up they will try to wiggle out of helping and passing you to Amex travel who then need to deal with airline. In other words pia. Trust me, been there done that...
My only exception was a mistake I made. It was where one flight I didn't pay enough attention was booked under Virgin Atlantic and not Delta, and I couldn't do much with viewing the ticket or adjustments with Delta or Virgin. The flight was operated by Delta but I had somehow picked Virgin when booking on AMEX and neither wanted to allow much adjustment like even seat assignments for business class. AMEX Travel cancelled that as they have a 24-hour cancellation policy - was very easy to call up and the agent understood the mistake knowing that could present problems down the road. I'd say to be careful about picking the carrier you have a relationship with since AMEX will show the options from Air France, KLM, Virgin Atlantic, etc. along with the Delta one in the same list. I doubt they'd count to get the 100$ back, either.
I got this deal on my AMEX Platinum ONE day after booking Portugal. I saved about 200$ each for 2 tickets using their International Airline Program and generally use AMEX Travel.
