I guess they do not have a local presence to verify ID - but there are many MVNO that does not require ID verification.

I understand another good point against this too, We'd prefer to keep from posting our ID anywhere. Every place on the web is either selling our data or getting hacked.
But let's face reality. Your info is out there already. This company will keep it as secure as possible, but nothing is 100% safe now. I don't get upset over this requirement. They want to limit people from exploiting their deals more than they "should" from the MVNO's perspective. They limit you to a certain number of incentivized phones per person.
Metro, for example, also uses a form of identity verification. They ask you questions that are tied to you from credit bureaus and other public records.
This proves that they know who you are by your name and address. So there would not be much more exposure if you had to send them your ID. I prefer their method as it is a few simple questions.

You are greedy and want more but no one else you know to order them for like a spouse gets.
So you could try order 2 more for a fake name if they do not get your Identity verification.
Like I also mentioned, hackers already have your information. This is just another brick in the big wall, so to speak.
If you have been dealing with any credit history, internet purchases, healthcare, even when you visit a store and use your debit or credit cards, it's out there and has been hacked already. This is the main reason why you now see so many places requiring two-factor identification when logging in. They all will soon as security improves. Some are even using three-factor or more identification.

Now DL is just another format some are requiring. It will get tougher to hack into your accounts, not easier. This can be seen as a great additional security thing if you change your perspective. You would not want someone using your name without consent.
Privacy is dead. Now we only have extra security measures to take its place.
