IIRC, if it's a Movies Anywhere movie and Apple has it in 4K, you will get the 4K version.

I have Prime and I didn't check everything, but the ones I did check were all $4.99. Either this expired, OP had some targeted YMMV promotion, or maybe they just have some No Rush Credits on their account. $1.50 is a common No Rush Credit amount, and that would explain the price they are reporting.

Anyone know if you can apply Prime Rewards CC points towards prime video purchases? You can for kindle but not really seeing an option in prime video.

I believe it's not TRUE, Apple TV will upgrade from HD to 4k only if purchased at Apple TV.

Just be aware that the version of Aliens that you were getting is not the extended version. This is my favorite movie so I immediately bought it when I saw $4.99. I looked for the turret scene but it's not there. This is the original theatrical cut.
