With possible tariffs coming this is good. I am not aware of a better deal in this price range now. Market is much tighter now and likely to get worse.
I'd aim for a 4060Ti instead of the Intel graphics for this price range.
But if you aren't doing a lot of gaming, the Arc B850 is plenty fast for things like Photoshop and Blender.
Listing out some (admittedly arbitrary) rough retail prices for the elements included in this build:
$130 CPU
$100 Motherboard
$320 GPU
$30 RAM
$20 CPU cooler
$40 SSD
$45 PSU
$40 Case
That's $725 in parts in a $750 pre-built system. Of course, hard-core slickdealers know that they can, for example, snag a used beige case that holds most any ATX motherboard for somewhere around free (among other ways to scrounge together a system). Other buyers might value their time or the specific elements of this deal like the case design and RGB to consider the small premium over retail pricing a win.
A pre-built from HP or Dell might murder this kind of deal for relative value, but such systems also typically require you to accept proprietary motherboard, case, and power supply designs.
Good luck!
Jon

They are a bit shoddy. They speedrun these builds so don't be surprised if some screws are missing or loose.
