Check the motherboard for flashing lights. They'll tell you what is happening through the boot process. Sometimes the RAM timing can delay startup for a very long time the first time you boot up. I ordered monitor 3 days back, its in pending state. I hope it does not drop after few days. The return times are much earlier before these cashback get confirmation

Usually but not always. I had one declined in the past for this exact reason. Other times it approved. That's why i said "can". It's not guaranteed either way.

Upgrading the cooling and psu would be a pretty big job after buying a prebuilt. Anyone buying one is doing it cause they don't want to build a pc. This would be basically building a pc just now at a higher end cost
