You're right that it says one or the other, but that is because Eufy is trying to trick people into buying it. At least that is how I feel.
"Battery Backup in Wired Mode:
Even with the wired connection, the E340 uses the battery as its primary power source. The wired power is primarily used to maintain the battery's charge, not directly power the doorbell. "
I can confirm they are both required during setup. Don't think you can get away without a wired connection.
I am in the Eufy ecosystem and can confirm it is an excellent doorbell for a great price. Paid $180 for mine.
Base 3 direct from eufy is 99.99 so still better to buy separate

I purchased and installed this around Thanksgiving - it does not require a wired connection to set up. We have it running on battery only for almost 6 months now and have to recharge every 6-8 weeks.
