The Amazon listing is predictably incomplete. as is the understanding about what is allowed in Hawaii, though the latter is the result of a patchwork of standards (between the state and the local counties).

For simplicity, the truly practical option in Hawaii (and similarly protected places as the US Virgin Islands) is to only carry mineral sunscreens containing either Titanium Dioxide or Zinc Oxide. This is because at the local level (such as Hawaii county and Maui county) there are bans in place which exceed the restriveness of the earlier statewide Hawaii ban.

Of course, barring national regulation there's not a lot that is really preventing the sale of incompatible sunscreens.

As should surprise no one, there's little reason to ever depend upon either the retailer listing (Amazon) or the implications possible from manufacturer claims (Neutrogena) when it comes to understanding the practical implications of the product. To be fair to Neutrogena, the product labeling lists what has been excluded (Free of: Ozybenzone, PABA, parebens, phthalates, and dyes.) and doesn't make explicit legal claims as is the case with the Amazon listing. And without wider and more consistent regulation, this will remain a confusing topic. And let's consider that not everyone gets excited about the simplest and most universal answer: mineral-only sunscreens.

5oz would not work for carry-on luggage if you need sunscreen for a trip.
