Is it manufacturing? I always figured it was differentiation and price discrimination - slightly smaller cubes are more aesthetic, so charge a marked-up premium for it.
The price-sensitive customers will go for best unit price and stick with flat packs. Customers who are less sensitive to price will opt for the more-expensive-per-unit cubes, and Big Paper makes more profit.
But that's assumption.
