No, they didn't. They had an existing 18v line of NiCd tools/batteries with a different stick form factor instead of a slide. When they switched to lithium they wanted to make it clear it was a different system that was incompatible with the old system, and also that the performance of the new chemistry was way better. So they went to "20v max" branding (20v being the nominal voltage of the packs at max charge, 18v being their actual operating voltage).

I'm holding out for 75 dollars on these personally (15/ah) but this isn't bad. The 1.7ah version is a beast for high load/short run time use. Hoping at some point maybe they drop a flexvolt version as well, would be nice for the string trimmer.

Yes. Higher power density, lower energy density. In other words, they are better at sprinting than running marathons. Excellent performance in very high power tools. For low power tools, you will pay a weight penalty for the same amount of runtime as a regular 5Ah pack.

I mean, the weight penalty isn't that big for 5ah Xr vs 5ah PS.
...and if you're using a small tool, get the small powerstack.

The powerstack batteries are basically same size-ish, different exact shape for sure, but much more powerful that their equivalent round cell capacity batteries. The small 1.7ah PS is really where it's at, the 5ah is def stronger than a 5ah XR but not worth the extra premium (the 1.7 is worth it IMO)...

I currently have a 5ah XR and am looking for a couple more 5 or 6ah to run the small vacuum and sawzall. Should I jump on this? Or wait for the regular Li-ion?
