The cumulative effect of them in wastewater systems is significant though; they clog pumps, restrict flow, get caught in weirs and plug up wet wells. That's where it gets costly, especially in sanitary systems (systems that do not accept rain/stormwater, which is most of the US outside of the northern tier) because the amount of water in the conveyance system is relatively low compared to the things that are, well, not water.
