Good thing this is a new, unused, and unopened product then.
If you receive a used item from a listing that says new, you can return it for a refund under eBay's Money Back Guarantee policy, open a PayPal dispute, or if all else fails, opt for a chargeback with your credit card.

But the reviews for this are universally positive save for one person saying they didn't get it but got a refund. $14 doesn't seem particularly risky.

I've ordered from them for various things. With cookware I've gotten some things that were new and unopened but had some scratches. Basically like what you get at Marshalls and TJ Maxx. Some perfect stuff. Once was an obvious store return with pots thrown in the box and completely wrecked from shipping.

Has anyone ever had them accept an offer price? They have the option there, but no one seems to respond to offers.

Returns are pretty easy, and sometimes they just refund your money without even needing to send it back if the item is damaged.

I offered 13 an hour ago and they accepted. So got it for 13bucks saved a buck. Strangely, I wasn't emailed by ebay, PayPal, etc. But when I checked ebay I had this I my purchases.

$10 offer was declined, but $12 was accepted.
