Your comparison would work fine for most countries but doesn't really apply to Iceland.
12 pack of 1.5L bottles currently sells for $43 - Slickdeals sale had that case for $21 or $1.17 per liter
6 pack of 1L bottles at $11.24 is about $1.87 per liter
Still cheaper than the next closest Icelandic water, Skyra, which usually sells for $2 for a 1L and tastes much better
Edit: Alternatively, Acqua Panna 12 packs of 1 L go for $23-28 on Amazon regularly no sale and this is roughly the same price for what many deem as inferior water to Acqua Panna. Guess each water is for different settings - regular drinking (Icelandic) vs with food (Panna)
Also wanted to add if you have GFS near you they sell Acqua Panna 12 pack x 1L in GLASS bottles for a few dollars more than Amazon

Who wants to carry 12 loose bottles from the shelves, to your cart, to the check out, to your car when you can pay $2 LESS for delivery of a sealed 12 count box or at least two shrink wrapped 6 packs.
