Will they treat a tax payment at pay1040 as a cash advance? Most credit card vendors treat it as a purchase.

Yes it is! I just referred my dad earlier today. There's a link in the Chase app to do so
You could try and Chase has been known to been considerate in the past, for example if you used a sub-optimal referral link but became aware of a better public offer, they'd retroactively match it.
While in your case if you just applied during the past 2 weeks, you could still try - because in-branch signups have been getting this 100k bonus for 2 weeks now.
