Will they treat a tax payment at pay1040 as a cash advance? Most credit card vendors treat it as a purchase.

There is no advantage for you. The referrer gets 10k in points. But I imagine you have already received 50 dm's offering to refer to you.
The benefit is really if a friend or spouse wants the card. My wife referred me because I was just an authorized user on her card. Extra 10k of points for her. I still got the same 100k.

Do you mean the DD grocery credits?
Since you also get dash pass for free with the card you can get the order to $0.00 in fees (unless you count tipping the driver a couple bucks, which is both optional and still far less than the $10 credit).
I'm still gonna buy outright cheaper than local grocery stores stuff at Costco (like steaks or whatever) but plenty of stuff I get from local grocery stores Costco doesn't carry so never have trouble using the $20/mo in credits.

The overwhelming consensus from Churning sites is it is unlikely to help. (Google AI) gives a different take for some reason.
Numerous data points on Business referral links being helpful on a paper thin application.
Most companies don't report the referrals as income to the IRS or send a 1099 unless it's >=$600 in a single year... so you'd need to do 6 of these 10k referrals before that became a concern.
(I mean, technically, you're supposed to just self-report if it's not reported by the card issuer, but it's kinda like you were supposed to report use tax on things bought online you weren't charged sales tax for- technically true but almost nobody ever did it and nobody cared or enforced it)
