Why a UPS? Does the charging not start again after the power is restored? Sorry for my ignorance as I'm just starting to get into power tools.

3AH is 3AH. The only reason they might have to charge sooner than the stacked or tabless batteries is voltage drop from high-drain tools. Those same tools will usually drain a higher current stacked or tabless battery faster but hitting harder and doing more work in less time, so ultimately they're more likely to need to charge sooner.
A 1.7AH PowerStack will not typically outlast this 3AH battery despite being the newer kind. The 1.7AH PowerStack might punch above its weight and do similar work in a smaller package but the 3AH is still going to outlast it.

I'm just saying that it's not technically correct to say the traditional 2P 18650 battery packs like these have to charge more often than a comparable-capacity tabless/stacked pack in any sense. Also, using two 1.5AH rows in parallel like these do gives them decent amperage.
