400 recharge sounds kinda low for the industry, still high enough for me though, any thoughts?

Depends on how often you need to recharge them. If you have to recharge them weekly, 400 recharges would last 7.66 years. For $15, that seems worth it.

Sam's Club carries/online Energizer 6 x AA 2300Mah/4 x AAA 800Mah for regular price of $22. Batteries are made in Japan.

Yup sucked into this deal on Amazon years ago, low capacity cells and inferior charger that charges in series requiring an even number of cells to charge and does that job badly.

This is a bad charger? Can you recommend a deal for a good one? I have a bunch of rechargeable batteries but I just use them on a "dumb" charger right now. (As in, after the batteries are empty I just put them in the charger for 12-14 hours.)

That depends on if nimh batteries are better than li-ion for vibrators I guess.
