My Citi Premier had converted to this card - does that exclude me from canceling and getting this card for the bonus points?
Not necessarily. Citi has a 48-month rule (can Google it), which states that you can't get a bonus if you had a bonus on the same card in the past 4 years. If you meet that criteria, you are eligible. Instead of cancelling your Premier, you may want to Product Change to a Double Cash, Custom Cash, or Rewards+, all of which have no annual fee and unique strengths when paired with the Premier.
Citi does have a 5/24 rule, so if you have 5 new cards in 2 years that would make sense. They definitely don't deny you for having 5 cards in total though considering I had 14 open CC accounts when I applied a couple of months ago.
Otherwise the only other practical limit is that they tend to deny you if you've applied for another new card within the last month or two before applying for the Citi card.
Citi does not have a 5/24 rule. You're confusing them with Chase.

They want high income folks. Put in a couple of extra zeros when they ask for it when you apply. I got this got card easily with the typo. Spent my $4000 and got $800 plus check in 2 months. I got like 20 cards also. Most of them dormant.
Be careful opening this card. If you have received the Citi Thankyou Premier Card bonus in the past 48 months, you probably won't get the bonus on this card, as this is considered the same card. I didn't see that until it was too late.
Declined for not too low of credit utilization. They are now scalping out how ficos that are potential churners. I suggest people that get declined complain to OCC. They only look for profitable "revolvers"
My credit history was Excellent and i still got $2000 credit limit. Main reason is mortgage. If you have mortgage, then you will be given less credit limit. Please check with citi team well before applying.
The good part of this card is, the manager and the citi team behind this card tries to help you all the ways to get the Thankyou points and i will give a shot out to manager team, but not the credit card settlement teams.

So easy to just redeem for whatever. It's all 1 point dollar ratio.
