I would imagine this credit limit is not typical for most people who get this card.
I have an 800+ FICO and also only got 2k. I tried to use this card exclusively for travel but the payment delays and posting took a while. After I received my credit, posting and crediting of balance was almost instant like my Costco card. I felt they tried really hard to delay giving away free money. YMMV
Most likely, yes. Most cards have anywhere from a 1 to 5 year period that you can't reapply. Although some, like American Express Platinum say it's a lifetime restriction, yet they offered me another sign on after only cancelling for less than a year.
Amex will at least warn you if you don't qualify for the bonus, and before pulling credit.
Does Citi check and give a concrete qualified/not qualified determination? I would hate to charge the money, then find out I am not eligible for some reason.

I'm not sure on that, sorry. It would be on your statement, but you'd have to apply and all that first.
Be careful, you get only $2000 credit limit and the transaction posting takes 1 week and credit card payment takes 2 weeks to settle. You can't over pay or high overdraft fee. It was a pain in the ass 3 months period of time to spend $4000.
If that's the limit you got, you should forget trying to spend $4K in 3 months and work on your credit score instead.
Tried.. but declined. I have 800+ credit score. May be they think I have too many credit cards. Have 3 citi cards - Costco, Custom Cash and one Citi Preferred card or something. Same thing happened with my application to Capital One Venture last year. This the first time I attempting after the last year's attempt with Capital One though.
Says they will notify the reason to decline by Mail. I had an address change recently though.. Not sure if that will be considered as false alarm.
Ymmv on this one. I have excellent credit and well into the 6 figures in available credit card buying power and I wasn't approved for the card. Maybe they are tracking people who churn better than they used to?

I have to agree about the bad customer service from Citi. I remember calling customer service about a late fee on my wife's credit card. They didn't waive even though it was one time issue for many years. Ended up cancelling the card after that. I thought I got a bad customer service guy at that time. Good to know it is common.
My credit history was Excellent and i still got $2000 credit limit. Main reason is mortgage. If you have mortgage, then you will be given less credit limit. Please check with citi team well before applying.
The good part of this card is, the manager and the citi team behind this card tries to help you all the ways to get the Thankyou points and i will give a shot out to manager team, but not the credit card settlement teams.
Your credit history is either much worse than you think, or you don't have much income coming in. It has nothing to do with having a mortgage considering my limit is $11k with them.
If you don't know how something works then sometimes it's better to keep quiet instead of guessing.

Citi does have a 5/24 rule, so if you have 5 new cards in 2 years that would make sense. They definitely don't deny you for having 5 cards in total though considering I had 14 open CC accounts when I applied a couple of months ago.
Otherwise the only other practical limit is that they tend to deny you if you've applied for another new card within the last month or two before applying for the Citi card.

I actually didn't have much trouble at all getting a Citi agent on the phone and spoke with at least 6 different ones a few weeks ago. I got the Strata card a few months ago, then later signed up for a bank account since they had a nice bonus there and I've been meaning to move away from WF for a while. After my bank account was approved I went ahead and started trying to setup online billpay when suddenly my account was locked. It said I had to call to regain access, but when I called they wanted the bank account numbers which I hadn't received yet, or thought to copy down before I got locked out. It'd be one thing if I just couldn't access the new bank account, but I was also locked out from accessing my Strata card account. The accounts were linked now though and they said the only way to regain access before getting the account numbers would be to go into a branch. When I tried to find a branch, their website just says there isn't one within 100 miles of me. I finally got things straightened out a couple of weeks later, but as soon as this bonus for the bank account hits I'm closing out everything.

Capitalone, Chase and Discover all have pre qualified me for cards. So I don't know what Citi's issue is. We bring in a good amount of income.
I am hesitant to even apply for one of their cards as I don't want a wasted Hard Pull.
