If it says imported it's usually China. Even Mexico or Brazil will have made in Mexico or Brazil. Probably not proud of their Chinese product.

$10 is a pretty good price for a lifetime pan.

My only thing is that if you're just gonna have one cast pan, 10 inches is not nearly big enough.

I'd suggest having the 10" cast iron max and having stainless steel/carbon steel for 12" or larger. Personally I find maintaining and handling my large cast iron pan inconvenient.
