I would be skeptical to any off-brand 'slim' 10k power banks - they often do not have the claimed capacity. Same for many labeled 20k, 30k , 40k power banks, if not from a name brand, usually they are false advertisement.

What I don't like is the cable doesn't retract/tuck in. That's for sure going to be the failure point.

my cell phone has a full battery of 5000mAh, a charge from 20% to 100% (need 4000mAh) will make the powerbank level drop from 100% to 30%, so roughly estimate, the capacity is 4000/70%=5714 mAh, so it is only 60% of its claimed 10000mAh.

The math is a little more complicated than that. Most importantly, boosting the voltage up for fast charging wastes a lot of power. If you're only doing C to C charging, you're never gonna get close to its rated capacity.
Your $1000 device has a charge regulator in it.
If you're charging with a reputable cable, there's nothing a charger can do to harm it, aside from spontaneous combustion.
The device will simply reject taking a charge.
