No that's the downside to most these laptop deals this year, 16 is very low. But also it's probably the only thing that is upgradable
Costco tends to carry laptops and desktops with 32gb of ram. That's one of their main advantages over other retailers.
Larger ≠ better
This is an OLED screen, premium speakers, 2x TB4 ports, 1080p IR camera (assumedly for windows hello). Lots of premium features that will never have this hit $400 lol.

You're quite literally only comparing one spec. This one has a worse screen, speakers, weaker and less efficient processor, most likely worse keyboard (knowing it's HP). The list goes on.
